GOAL 1
Increase the identification and rescue of human trafficking victims
through proactive law enforcement, which is victim centered and
collaborative across levels of government.
Performance
Measure:
Increase by 15% each year the number of "trafficking victim
saves" within program-funded jurisdictions. Number of persons
believed through task force investigation and contact to be potential
victims of severe trafficking.
Strategy:
(A) By formalizing partnerships with the listed law enforcement
and community agencies and with the additional investigator positions
provided by the grant, CPD will for the first time have full time
personnel assigned to investigate human trafficking cases. These
resources will be applied to suspect human trafficking cases as
they are identified through law enforcement or community contacts.
(B) A public awareness campaign, including training classes, printed
materials and television, will increase information coming into
CPD and the partner agencies identifying potential human trafficking
victims. No fewer than two BlueLine CPD television shows will be
produced during the three-year grant period on the topic of HT.
(C)
In partnership with the RCPI, Clearwater patrol officers will be
trained to recognize the signs of HT. We will train a minimum of
60 officers per year, resulting in the entire patrol force of the
CPD trained by the end of the three -year grant period.
(D) Clearwater investigators assigned to the Task Force will attend
regional meetings and briefings in the law enforcement and social
service communities to create networking relationships with officials
and other persons who may potentially identify HT victims.
GOAL
2
Assist
trafficking victims with T-Visa's, U-Visa's, and/or S-Visa's and
applications for continued presence in the U.S. and certification
or eligibility for Department of Health and Human Services refugee
benefits.
Performance
Measure:
Number of potential victims who were referred to task force comprehensive
trafficking victim services. Number of applications made to the
U.S. Department of Homeland Security on behalf of victims for continued
presence in the United States. Number of non-U.S. citizen victims
receiving certification as a victim of human trafficking from the
Department of Health and Human Services of in the case of minor
victims a document of eligibility from Health and Human Services
during the reporting period.
Strategy:
(A) Using CPD Victim Advocate staff, the established Hispanic victim
advocacy services provided by the YWCA of Tampa Bay, and services
provided by the additional advocates and partners such as World
Relief, The Haven Spouse Abuse Shelter and Gulf Coast Legal Services,
the Task Force will provide expert assistance to victims seeking
T-Visas, U-Visas and other refugee relief.
(B) Through partnership with World Relief, referral and refugee
services will be provided to identify HT victims.
(C) Gulf Coast Legal Services will provide legal assistance as necessary
to identified victims of human trafficking in becoming certified
through DHS and obtaining the appropriate Visa relief.
GOAL
3
To
facilitate the development of service protocols by developing and
implementing training in the identification of trafficking victims.
Performance Measure:
Number of law enforcement officers receiving training in the identification
of trafficking victims. Number of non-law enforcement professionals
who received training in the signs of human trafficking. Number
of sessions held for training of law enforcement officers in the
identification of trafficking victims. Number of sessions held for
training non-law enforcement professionals in signs of trafficking
victims.
Strategy:
(A) CPD has a long standing partnership with the Regional Community
Policing Institute (RCPI) at St. Petersburg College. The RCPI will
take the lead in developing and implementing training and awareness
courses for both police officers and the public in matters regarding
Human Trafficking. All Clearwater patrol officers will receive eight
hours of training in HT awareness during the three-year grant period.
This training will also be available to deputies from the Pinellas
County Sheriff's Office and other area law enforcement agencies.
(B) The RCPI will provide three, four-hour community training sessions
in the first year of the grant program.
(C) Gulf Coast Legal Services will provide training to those Clearwater
police officers who are directly involved in the Task Force on U-Visa's
and other victim and refugee remedies under federal immigration
law.
(D) Other service professionals will also receive training in HT
intervention through the task force initiative.
GOAL
4
To
conduct a strategy that supports a strong law enforcement role in
public awareness and outreach.
Performance
Measure:
The number of trafficking awareness presentations made to the public.
Strategy:
(A) CPD will produce no less than two, one-hour television programs
on HT that will be broadcast as a part of the long-running BlueLine
CPD television show which is shown throughout the Clearwater area.
Local experts from law enforcement and the social service community
will be presenters on the programs.
(B)
Officers, investigators and advocates involved in the Clearwater
Area Task Force on Human Trafficking will make periodic presentations
to civic groups and other interested parties, coalitions and councils
on the issue of HT.
(C)
The Community Outreach Unit of the Clearwater Police Department
will make HT educational materials available at the many public
presentations the unit conducts throughout the community on a regular
basis.
GOAL
5
To
identify and collaborate with community stakeholders in an effort
to eliminate the trafficking in human subjects.
Performance
Measure:
The number of service providers working collaboratively working
under a written agreement with the comprehensive victim services
provider. Number of community support groups collaborating with
the comprehensive victim services provider under a written agreement.
Strategy:
(A) It is clear that community interest will increase upon implementation
of the task force project. Through the community outreach steps
described above, other service providers, community groups, and
interested parties who may potentially be able to identify or assist
HT victims will be identified and contacted during the project period.
(B)
Original partners such as the YWCA of Tampa Bay, World Relief, The
Haven, and other providers will each conduct their own outreach
to their counterparts in the community to assist in identifying
HT victims and cases.
(C)
CPD investigators will forge their own networks and collaborations
with nongovernmental agencies to broaden the scope of persons and
agencies in the Tampa Bay area who may identify cases of HT. Social
service agency partnerships will help bridge the confidence gap
between immigrant populations and law enforcement allowing investigators
access to important information regarding HT cases.
